A Bloat Webrip takes a compressed streaming source (which is only 15-25GB at 4K) and artificially repackages it to be larger than the source material. The primary driver of "New" bloat is Atmos to TrueHD conversion. Streaming Atmos is lossy (E-AC-3). The bloat groups take that lossy stream, convert it to a lossless container (TrueHD), which does nothing but increase the bitrate by 500%.
