The vanilla game forces certain effects you cannot disable in the menu. The community created Sider (by Juce). Install a lightweight version of Sider (or "PES 2019 Lite" mods) to unlock hidden settings.
The first step is to lower the in-game settings. PES 2019 does not allow you to change settings directly from the main menu; you must access "Settings" from the game launcher before you hit "Play."
Open the Settings.exe file (usually found in your game installation folder or via the Steam launcher) and apply these settings:
Note: The game is locked at 60fps for correct gameplay physics. If you cannot reach 60fps, the game will feel like it is in slow motion. fix lag pes 2019 pc low-end
Lag is not always FPS. Sometimes it is response time.
Alternatively, manually reduce crowd detail to lowest (already done in Settings.exe).

What these commands do:
Save the file and set it to "Read Only" (Right-click > Properties > Read Only). Otherwise, the game overwrites it.
If you have no dedicated GPU (e.g., Intel HD 4400, 5500, UHD 620), you are relying on your CPU. You need to tell Windows to prioritize the game. Frame Rate: Set to 60fps
Low-end laptops overheat within 10 minutes, causing lag. Open Power Options > Change plan settings > Change advanced power settings:
