Method A: Via GarageBand’s Sound Library Manager (Recommended)
Note: Apple’s servers still serve the correct legacy packages for El Capitan. If the download fails, quit GarageBand, delete ~/Library/Application Support/GarageBand/ (temporarily), and restart.
Method B: Manual download of “Updated Extra” packs (for offline installation)
If the in-app download keeps timing out, you can manually fetch the .pkg files from Apple’s repositories (still active as of 2025). These URLs follow a pattern: garageband mac os x el capitan 10116 download extra updated

Open GarageBand. It will scan for Audio Units (ignore warnings for 32-bit plugins – they won’t work). Close the “New Project” dialog for now.
If you have a friend with a newer Mac (Sierra or High Sierra) that has GarageBand 10.2+ installed with all extra sounds, you can manually copy the /Library/Application Support/GarageBand/ folder and /Library/Audio/Apple Loops/ to your El Capitan machine. After copying, open GarageBand and hold Option while clicking Sound Library > Reindex . Pro tip for “Extra Updated” loops: In 2018,
