With LG’s Android 13 update, Google introduced Hardware-backed IMEI attestation. If you repair the IMEI on Android 13, the phone will work for calls/texts, but:

The only way to have a fully functional repaired V60 is to downgrade to Android 10 or 11 before repairing.

The LG V60 is equipped with anti-rollback technology. If the device has been updated to a newer Android security patch level, the bootloader fuses are blown. This prevents the flashing of older firmware or older modem firmware. A technician cannot simply downgrade the modem to a version with weaker security to repair the IMEI; they must work within the current security version.

This is the nuclear reactor control panel for your modem.

In LGUP, select "REFURBISH" (to keep IMEI) or "CHIP ERASE" (to completely reset partitions). Note: CHIP ERASE will wipe everything, including the corrupted IMEI lock. If your IMEI is showing "0," use CHIP ERASE. This often forces the phone to re-read the buried backup.

Result: 60% of IMEI issues are solved by a correct, clean flash.

The LG V60 now sells for roughly $150–$250 used. Professional IMEI repair via a mail-in service costs $40–$80. Doing it yourself via Octopus Box requires a $200 dongle (unless you already own one).

Verdict: If you are a technician, learn this skill. The V60 has a long life ahead as a DAP (Digital Audio Player) and streaming device. If you are an owner, it is cheaper to pay a remote technician $30 to TeamViewer into your PC and run their repair tools than to buy a new motherboard.
