Sometimes, a server crash or improper shutdown can corrupt the lock table in level.dat. The game detects an incomplete lock state and prevents loading to avoid data loss. In this case, the world is "falsely locked" – and MCDeCryptor can fix it without needing a password. mcdecryptor
