There are two ways to get the software:
Option B: Direct "Bootstrapper" Links If you have a direct internet connection, you can download the small "bootstrapper" file. This file will then download the necessary components during installation.

Step 1: Go to the official Microsoft Visual Studio 2019 download page.

Run the initial installer from the command line to download a full offline cache:
vs_community.exe --layout c:\vs2019_offline --lang en-US
This downloads the entire installer (~20-30GB). Then copy that folder to your target machine and run vs_setup.exe.
