Run sudo lsusb before and after plugging in the phone.
If your bootloader is locked (OEM unlocking disabled) and you manage to corrupt the system/vendor partitions via an OTA failure or malware, the phone will enter a boot loop. You cannot flash via Fastboot because the bootloader is locked. Google’s official fix is to mail the phone to a repair center—they use proprietary EDL tools.
