The original randomizers ignored static encounters (Snorlax, Sudowoodo, Legendary Beasts). The 2025 update fully randomizes these. That Snorlax blocking the tunnel? It might be a level 50 Arceus. The Legendary Dogs? They could be roaming Latios or shiny Groudons.
