Why? Ubisoft encoded their DLC with an App ID. The game only scans DLC that matches an ID you own. The community adopted a workaround: Re-packing CDLC to use the App ID of a specific official song.
The standard is "Cherub Rock" by Smashing Pumpkins (Official DLC). You must purchase this song on Steam. It costs about $2.99. Once you own it, you use a tool called the Rocksmith Toolkit to "re-pack" any CDLC to use the Cherub Rock ID, or you download pre-packed files from CustomsForge that already use it. rocksmith cdlc
The Golden Rule: If you want CDLC to work without hiccups, buy Cherub Rock. It is a $3 key that unlocks the entire custom universe.

When Ubisoft launched Rocksmith+ (the subscription service), many fans panicked, thinking CDLC would die. It hasn't. In fact, Rocksmith+ does not support CDLC at all (it is locked online). Therefore, Rocksmith 2014 Remastered remains the king of custom content. Until Ubisoft releases an offline, moddable version of Rocksmith+ (unlikely due to music licensing contracts), the CDLC community will stay anchored to the 2014 title.
