OBB stands for Opaque Binary Blob. This is where the heavy data lives. For a massive open-world game like Sleeping Dogs, the OBB file contains:
Without the OBB folder, the APK will launch, but you will see a black screen or an infinite loading wheel. The OBB file for Sleeping Dogs is typically between 1.8 GB and 2.5 GB.
Why can't you just download it from Google Play? Square Enix never officially ported Sleeping Dogs to Android due to hardware limitations at the time (2012–2014) and the high cost of optimizing the HD textures for mobile GPUs. The versions circulating today are often fan-ports, modded APKs, or versions ripped from the Nvidia Shield TV (which did run a variant of the game).
Fix: Your GPU driver doesn't support the texture compression used (ASTC vs ETC2). Try installing a different version of the port (e.g., the “OpenGL ES 3.1 Repair” version).
