Here is the standard workflow for installing a texture mod (e.g., a new John Cena shirt) on the Wii.
Step 1: Extract the Game Use Wii Backup Manager to transfer your WWE ’13 ISO to your PC. Open the ISO using Wii Scrubber. wwe 13 mod wii
Step 2: Locate the File Structure
Navigate to PARTITION 1 → USRDIR → PAC → CH. Here you will find the character files (e.g., ch312.pac is usually John Cena).
Step 3: Inject the Mod
