The welfare approach has been wildly successful in the legislative arena because it is pragmatic and incremental. It appeals to the mainstream. Polls consistently show that while a minority of people are vegan, a vast majority believe factory farming is cruel. Welfare laws—like the US Humane Slaughter Act or the EU’s ban on cosmetic animal testing—pass because they do not ask citizens to give up their habits entirely; they only ask for basic decency.
