Irss Seniority List

| Type of List | Purpose | |--------------|---------| | Cadre-wise Seniority List | Ranks all officers of the IRSS cadre across all zonal railways and production units. | | Zone-wise Seniority List | Ranks officers posted within a specific zonal railway (e.g., Western Railway IRSS list). | | Departmental Seniority List (Promotees) | Lists officers who entered IRSS through promotion from Group ‘B’ (e.g., Junior Signal Engineer) to Group ‘A’. | | Integrated Seniority List | Merges direct recruits and promotees as per the “rotation” principle laid down by the Supreme Court in R.K. Sabharwal vs. Union of India. |

The preparation and maintenance of the IRSS seniority list are not arbitrary. They are governed by a robust framework of rules:

| Rank (Pay Level) | Typical Seniority Required | |----------------|----------------------------| | Junior Scale (10) | Entry | | Senior Scale (11) | 4-6 years | | JAG (12) | 9-13 years | | SAG (13) | 16-20 years | | HAG (14-15) | 24+ years |

An officer placed even 5 slots lower due to wrong seniority can lose 1-2 years of promotion – major impact on pension and Apex Scale chances. irss seniority list

Seniority is generally determined by the date of continuous officiation in a grade. For direct recruit IRSS officers (selected via UPSC Engineering Services Examination), seniority follows the order of merit in the exam, subject to joining and training completion dates.

For promotees (from JE/Section Engineer to Group ‘A’ via LDCE – Limited Departmental Competitive Examination), seniority is fixed based on their ranking in the LDCE, but inter-se seniority between direct recruits and promotees has been a historic point of litigation (discussed in Part 5). 📢 IRSS SENIORITY LIST NOTIFICATION The updated IRSS

Seniority lists in central services are governed by service rules, DoPT (Department of Personnel & Training) instructions, railway board orders, and judicial decisions. Courts have repeatedly emphasized fairness and adherence to statutory procedures in determining seniority, especially where promotions or assimilations across cadres are concerned. Consequently, IRSS seniority determinations must align with prevailing government orders on cadre management, reservation policy, and promotion rules.

Unlike some other civil services that publish seniority lists publicly, the IRSS list is often restricted due to service rules and privacy concerns. However, here are the legitimate ways to access it:

The Indian Railway Stores Service (IRSS) seniority list is a formal ranking of officers that plays a pivotal role in career progression, administration, and organizational functioning. This list, which orders officers by their date of seniority within the cadre, affects postings, promotions, selection for training and deputation, and the allocation of responsibilities. Understanding the purpose, preparation, implications, and controversies around the IRSS seniority list sheds light on how bureaucratic systems balance merit, tenure, and organizational needs.
